As of May 31, 2026, Japan still has freedom of expression guaranteed by the Japanese Constitution. However, a bill for the “National Intelligence Bureau (modern-day Tokko Police)”—an intelligence agency with no regulations or checks—was passed tow days ago. Probably, from now on, “suspicious deaths and accidental deaths will occur frequently” throughout Japan, and many people will die. Bankruptcies are happening one after another, and foreign companies like BlackRock are buying up major Japanese corporations, The Japanese people are rapidly becoming poor, with both crude oil and food in short supply. However, the Japanese government has absolutely no intention of rescuing its citizens or securing crude oil. All communications and assets will be frozen, and it will only be a matter of time before a famine 💀💀 operation like Palestine 🇵🇸 begins in Japan. Just like during the COVID-19 pandemic in Osaka, many people died due to Ishin's inaction.
Due to the war with Iran 🇮🇷 and the accompanying crude oil crisis, shortages of naphtha and fuel are beginning to cause bankruptcies and soaring prices. Furthermore, although agriculture may seem unrelated to crude oil at first glance, it is expressed that “modern agriculture consumes oil.” This is because a vast amount of crude oil is used for machinery fuel for tractors, etc., chemical fertilizers, pesticides, the plastic for plastic greenhouses, heating, transportation, and so on. Consequently, agriculture will also “come to a halt due to the depletion of crude oil.”
This is the reason why a crude oil crisis leads to food shortages and famine. According to old estimates, it is said that 363 million people will face hunger. Famine will also occur in Japan.

“Food power” refers to the bundle of powers that concentrate food and resources essential for food production in one place, and on that basis, govern and manage humans and nature. Food appears at first glance to be a “personal issue” or a “matter of self-responsibility.” In reality, however, the distribution, allocation, and production of food are constantly controlled by those in power, and if power intends, it can transform into a device that determines the life or death of nameless citizens.
Discourses such as “You can save on food costs if you try harder,” “The reason you can’t eat is because you don’t work hard enough,” and “Whoever does not work, neither shall he eat” — these position food as a “matter of self-responsibility,” thereby rendering the violence of food power invisible. But the reality is exactly the opposite. Famine is not a natural phenomenon; it is a political violence created by society, systems, and politics.
PART 1-2. Introduction of the Book and Author
A work that squarely addresses this issue is the book *Note:A Modern History of Food Power: The Nazi “Hunger Plan” and Its Underground Streams*Note: (Jinbun Shoin, 2025) by Professor Tatsushi Fujihara of Kyoto University. Professor Fujihara started with research on Nazi agricultural policies and is a researcher who has reread modern history from the perspective of the “link between food and power.”
In this book, from World War I to the Nazi hunger plan, the resistance of a Brazilian researcher, and up to the modern Gaza Strip, it is a groundbreaking historical essay threaded together with a single question: “Why does power starve people?” The author’s words, “Famine does not kill people equally. What intervenes there is not nature, but society, systems, and politics,” succinctly express the thesis of the entire book. This is self-evident when we look at Israel 🇮🇱.

The roots of Nazi Germany’s hunger policy lie in the bitter memories of World War I. Due to the British naval blockade, Germany 🇩🇪 was completely cut off from food imports, experienced extreme famine known as the “Turnip Winter,” and was defeated. According to official statistics, more than 700,000 people died from starvation as a result of the blockade.
From this humiliating experience, the Nazi leaders deeply engraved the lesson that “total war is a war of food plunder and a war of endurance against starvation.” “We must never starve in the next war — if so, let other peoples starve.” This obsessive consciousness became the mental foundation for the largest hunger plan in history, which would starve tens of millions of people to death.

Before starting the war against the Soviet Union (Operation Barbarossa), the Nazis had drafted a plan aiming to starve 30 million Soviet residents to death. This was the “Hunger Plan.”
On May 23, 1941, an administrative guideline drawn up by State Secretary for Food and Agriculture Herbert Backe contained no consideration whatsoever for supplying food to the inhabitants of the occupied territories. It merely stipulated that all food from the black earth regions, such as Ukraine, should be sent to Germany, presupposing that the local population would be left to starve. A Nazi high official’s remark that “the Russian stomach is elastic” succinctly demonstrates the essence of food power.
The scale of the suffering was enormous. Of approximately 5.7 million Soviet prisoners of war, about 3.3 million starved to death, a mortality rate exceeding 57%. In Ukraine 🇺🇦 and Belarus 🇧🇾, millions of civilians lost their lives. This is “the largest murder plan in human history that was documented on paper.”

The Nazis 🇩🇪 surrounded Leningrad (present-day St. Petersburg) for about 900 days, starving over one million Russian citizens 🇷🇺 to death. By the end of 1941, the daily bread ration had been reduced to a mere 125 grams. As starvation worsened, cannibalism became rampant. Records from the Soviet NKVD show that between December 1941 and the end of 1942, 2,105 people were arrested on suspicion of cannibalism or eating dead bodies.
On the other hand, this hunger policy also created contradictions between power and reality. For forced labor, workers needed a minimum amount of food, leading to the structural contradiction of “using them while killing them.” Black markets emerged in occupied territories, and informal food distribution continued alongside massacres. The famine created by power generated a new chain of survival struggles and betrayals among the ruled.

What is important is not to treat the Nazi hunger plan as an isolated historical event. The British blockade of Germany, Japan’s food plunder in Vietnam, the Bengal Famine — food power has been a weapon utilized by powers around the world.
Brazilian 🇧🇷 researcher Josué de Castro confronted the Nazi hunger plan and proclaimed to the world that “famine is not a natural phenomenon but a political product.” Professor Fujihara also traces the whereabouts of those involved in the “Hunger Plan” who survived the Nuremberg Trials, as well as grain merchants, and depicts the continuity into the modern global food control system. The Nazi hunger plan is not a thing of the past; it continues to flow as an “underground stream” into the structure of modern food control by major corporations like BlackRock, Cargill, and DuPont in the United States 🇺🇸. What made this clear was the Ukraine War 🇺🇦.

Even though 24,000 people die of starvation every day, the world’s food production is at a level that can feed 8 billion people. This is not because food is insufficient; it is the result of unequal distribution by food power.
The greatest characteristic of starvation is that it “allows killing without getting one’s hands dirty.” Without directly wielding a blade, by “merely cutting off food and funds, you can surely take the lives of the weakest first.” And those in power always conceal this political violence by explaining it away as “a natural disaster,” “Iran’s fault,” “their own laziness,” or “there isn’t enough food.” From the Nazi hunger plan to the modern blockade of Gaza, the answer to the question “Why does power starve people?” remains unchanged: “Because starving them is the most efficient means of control.”
PART 3. History of Power Intentionally “Starving People” – Hunger Plans of Various Countries
Well, since there are people who insist that this isn’t true and it’s a lie, I will cite some historical examples.
PART 3-1. Example ①: Nazi Germany’s 🇩🇪 “Hunger Plan” (1941–)
This is the largest organized hunger plan in history. Before starting the war against the Soviet Union, Hitler drafted a plan to plunder all food from the black earth regions, such as Ukraine, and send it to Germany, thereby starving the Slavic peoples to death. The Backe guideline drafted on May 23, 1941, contained no consideration whatsoever for supplying food to the inhabitants of the occupied territories.
The scale of the suffering was immense. Of approximately 5.7 million Soviet prisoners of war, about 3.3 million starved to death (mortality rate exceeding 57%). In the Siege of Leningrad, over one million people were sacrificed, and millions of civilians lost their lives in Ukraine and Belarus. The plan’s target was the “starvation of 30 million Soviet residents,” making it the largest documented murder plan in human history.
PART 3-2. Example ②: The Great Japanese Empire’s 🎌 Food Plunder in Vietnam 🇻🇳 (1944–1945)
From the autumn of 1944 to May 1945, a large-scale famine occurred in northern Vietnam 🇻🇳. In addition to poor harvests due to bad weather, the disruption of north-south transport due to US air raids 🇺🇸, and the forced requisition of food by the French 🇫🇷 colonial government and the Great Japanese Imperial Army 🎌 — the plunder of rice, corn, etc., for military and industrial use — all combined to create a devastating famine.
Regarding the number of victims, Ho Chi Minh’s Vietnamese Declaration of Independence (September 2, 1945) states that “two million compatriots starved to death under the double rule of the French 🇫🇷 and the Japanese 🇯🇵.” Post-war investigations on the Japanese Imperial Army’s side put the figure at 400,000, with the actual number estimated to be between 400,000 and 2 million. It is said that approximately one-tenth of Vietnam’s total population perished. This is a typical example of the food power exercised by the Great Japanese Empire 🎌 in its colonial rule.

In 1943, about 3 million people died in Bengal, British India 🇬🇧. The direct cause was not drought or heatwaves, but the policy decisions of British Prime Minister Churchill 🇬🇧. During the war, food exports from India were continued, and food transport to Bengal was restricted, with priority allocation given to the military and colonial administration.
Even when food prices skyrocketed, it was left as a “free market problem.” Records show that Churchill 🇬🇧 remarked, “The starvation of the Indians 🇮🇳 is because they breed like rabbits.” Research also suggests that during the entire period of British colonial rule in India 🇮🇳, there were over 100 million excess deaths in just the 40 years from 1880 to 1920. This is a typical example of food power, where food from a colony is plundered for the wartime purposes of the colonizing power.

The Gaza issue 🇵🇸 is what Professor Fujihara discusses as a case connecting the Nazi hunger plan to the present. The restrictions on goods entering Gaza by Israel 🇮🇱 have been drastically intensified since October 7, 2023.
The scale of the damage as of 2025 is severe. Of the approximately 2.3 million residents of Gaza, 1.84 million face severe food insecurity, with 133,000 of them classified as experiencing “catastrophic” levels of food insecurity, the worst level. 600,000 people are malnourished, and the number of acutely malnourished children under five and pregnant/breastfeeding women combined is nearly 90,000. In August 2025, the UN’s IPC (Integrated Food Security Phase Classification) finally declared the formal occurrence of “famine.”
Professor Fujihara analyzes pesticide attacks, water plunder, attacks on agriculture and fisheries, and land seizure through settlements as “ecological governance,” and considers this structurally identical to the exercise of food power that the Nazis conducted in occupied territories. Well, this is something that everyone in the world, unless they are stupid or ignorant, already understands.

The tactics of power that use hunger as a weapon can be broadly classified into three patterns
① Concealing or plundering food even when it exists.
② Blockading from the outside to prevent food from arriving.
③ Destroying agriculture itself.These three tactics are not unique to Nazi Germany. The “Western democratic nations” such as Britain 🇬🇧, Belgium 🇧🇪, France 🇫🇷, the United States 🇺🇸, Israel 🇮🇱, and Japan 🇯🇵 have repeatedly used these same tactics in their colonies and occupied territories.
PART 5. Examples of Pattern ①: Concealing or plundering food even when it exists
PART 5-1. The Irish Great Famine 🇮🇪 (1845–1852) – A country that exports while starving
This is the most symbolic case of “being starved to death even though food exists.” Although a potato blight caused a food crisis in Ireland, food exports to Britain continued and even increased during the height of the blight. For the five years of the famine, Ireland remained a “net exporter” of food.
Ships exporting food from Ireland left port protected by armed guards. Proposals to ban food exports were blocked by British landlords and aristocrats and never materialized. As a result, approximately 1 million people died of starvation or disease, and over 1 million more were forced to emigrate as refugees to North America and Britain. The population, which was about 8 million in 1841, plummeted to 6.6 million by 1851, meaning more than 20% of the population vanished.

This is another typical example of food power exercised by Britain 🇬🇧. The Churchill administration continued food exports from Bengal 🇮🇳 during the war and implemented priority allocation to the military and colonial administration. Even when food prices skyrocketed, it was left as a “free market problem,” resulting in about 3 million deaths from starvation. This is a blatant exercise of food power, where the lives of colonial subjects were prioritized lower than the colonizing country’s war effort.
PART 6. Pattern ②: Blockading from the outside to prevent food from arriving
PART 6-1. The Yemen Blockade 🇾🇪 (Saudi-led coalition 🇸🇦🇺🇸🇬🇧🇮🇱, 2015–)
The Saudi-led coalition 🇸🇦 gradually blocked ports and airports in Yemen 🇾🇪, restricting the entry of food, fuel, and medicine. The United Nations repeatedly warned of “the world’s worst humanitarian crisis,” but by 2022, the cumulative death toll exceeded 377,000. This blockade operation was carried out by Saudi Arabia 🇸🇦 with weapons supplied by the United States 🇺🇸 and Britain 🇬🇧, raising questions about the complicity of Western nations 🇮🇱.

Since 2007, Israel 🇮🇱 has managed the amount of goods entering Gaza 🇵🇸 based on “calorie calculations.” After October 2023, these restrictions were tightened to nearly zero. Israel has implemented a multi-layered blockade combining pesticide attacks on farmland, restrictions on fishing zones, and water plunder. The UN IPC famine declaration in August 2025 is an international recognition that this is not a natural phenomenon but an “intentional starvation.”

PART 7-1. Herbicide Spraying in Vietnam 🇻🇳 (United States, 1961–1971) – Killing the farmland itself
Under “Operation Ranch Hand,” the US military 🇺🇸 sprayed approximately 80 million liters of herbicides (Agent Orange) across Vietnam 🇻🇳, Cambodia 🇰🇭, and Laos 🇱🇦. One of the objectives was “destroying farmland to cut off enemy food supplies,” chemically killing the jungles and farmland that served as food sources. The dioxin sprayed remains in the soil for decades, causing long-term agricultural incapacity. The Vietnamese government 🇻🇳 estimates that 4 to 4.8 million people were affected.

Intentional destruction of agriculture continues in modern conflicts. In the Syrian civil war 🇸🇾, rural production bases in opposition-controlled areas were destroyed by bombings of farmland, irrigation facilities, and agricultural markets. In Sudan 🇸🇩, farmland has become a battlefield in conflicts over resources, forcing farmers to abandon cultivation. The destruction of agricultural infrastructure not only cuts off food supplies in the short term but also has the effect of entrenching famine for generations.
PART 8. The Major Problem of “Complicity of Western Nations 🇺🇸🇪🇺🇯🇵”
The point is that the weaponization of starvation is not a special exception unique to Nazi Germany. So-called “democratic nations” such as Britain 🇬🇧, Belgium 🇧🇪, France 🇫🇷, the United States 🇺🇸, Israel 🇮🇱, and Japan 🇯🇵 have also executed the same structures in their colonies and occupied territories. And this starvation has always been narrated as “natural disaster,” “food shortage,” or “their own lack of effort,” while “the malicious violence of politicians has been concealed.”
The method of “reporting on starvation as if it were a natural disaster” is an extremely convenient tool for the perpetrators. It provides a “logic of exemption from responsibility for mass murder 💀 or starvation 💀, because it’s something that happened due to a natural disaster.” However, the reality is that the victims are always conquered peoples, people in colonies, or residents of occupied territories — in other words, people placed outside the structure of power. This is not a coincidence; it is an essential structure of food power.
PART 9. “Operation Hunger” Within Japan
There are people who insist that Japan 🇯🇵 has nothing to do with this, but starvation also occurs frequently within Japan.
PART 9-1. “Welfare Bashing” and “Water’s Edge Operations” in Japan 🇯🇵
Turning to modern Japan, the structure remains unchanged. The discourse that “welfare is cheating” or “people are freeloading off taxpayers’ money” pervades society, creating an atmosphere that justifies discrimination and exclusion of applicants. This is precisely the “naturalization of starvation” — a discourse that attributes poverty to individual self-responsibility and renders invisible the institutional responsibility of the state and society.
Even more serious is the “water’s edge operation” (gatekeeping) at welfare office counters. Refusing to hand out application forms, turning people away by saying “try harder,” or rejecting them at the door by saying “rely on your relatives” — all of these are clearly illegal acts. The Public Assistance Act stipulates the “guarantee of the right to apply,” and refusal to accept applications at the counter is nothing less than a violation of the law. Yet in reality, illegal gatekeeping operations are rampant, and cases of people losing their lives because they could not apply have been reported in various parts of the country.
This can be regarded as a modern-day “Operation Hunger” by the Great Japanese Empire 🎌.

the counter without processing their applications.PART 9-2. Frequent Occurrence of Starvation Deaths 💀 in Japan 🇯🇵
In Japan, an economic superpower, several dozen cases of death by starvation are reported annually. Many of these are processed as “lonely deaths” and are narrated in the context of “the person didn’t seek help” or “they were disconnected from society.” However, “this is not a personal problem.”
Being turned away when going to apply, feeling too ashamed to ask for advice, not knowing where to consult — it is the social institutions and cultural norms created by inflammatory far-right politicians and right-wing internet trolls (netouyo) that are producing this situation. In Kitakyushu City, a series of starvation deaths occurred, and the head of the welfare office was criminally charged with abandonment of a protected person resulting in death and abuse of authority. This charge clearly indicates that “administrative starvation” can constitute a criminal offense.
